U.S. Announces Venezuelan Parole Program

On October 12, 2022 the U.S. Department of Homeland Security (DHS) announced it would be implementing a new program, which would allow Venezuelans outside of the U.S. to be enter legally and apply for work permits.

DHS is still working through the details of the program. Additional information will be available in the coming days.

The program was designed to reduce the number of people arriving at our Southwest border and create a more orderly and safe process for people fleeing the humanitarian and economic crisis in Venezuela.

What We Know Now about the Venezuelan Parole Program:

  1. The United States will accept up to 24,000 Venezuelans in the U.S.

  2. If granted parole, the individual will be allowed to legally reside in the U.S. for a limited amount of time.

  3. If granted parole, the individual will be allowed to apply for work authorization in the U.S.

This parole program is a joint action with Mexico. The program, announced on Wednesday, would create a new legal pathway for some Venezuelans, while also sending those who try to enter the US illegally to Mexico. 

What We Know Now: Who is Eligible for the Program?

To be eligible for the program, the Venezuelan applicant must:

  • Have someone in the United States who can show that they are able to financially support them for up to two years;

  • Must pass rigorous biometric and biographic national security and public safety screening and vetting; and

  • Complete vaccinations and other public health requirements.

What We Know Now: Venezuelans are Ineligible for the Parole Program if they:

  • Entered Mexico or Panama illegally;

  • Has permanent resident status, dual nationality or refugee status with another country;

  • Not completed vaccinations and other public health requirements;

  • Been ordered removed from the United States in the previous five years; or

  • Already been released in the United States to face removal proceedings
